In an office memorandum (OM) dated October 29, 2026, the Ministry of Personnel, Public Grievances & Pensions has emphasised conditions when an employee dies before their GPF balance becomes payable, and when their balance becomes payable, but the payment is yet to be made.
The OM clarifies conditions when the deceased employee has a nominee from their family; doesn’t have a nominee from family and has a nominee from outside the family. The order also underlines rules related to ineligible members for receiving the GPF amount of the deceased employee.
The GPF is a retirement scheme for government employees who follow the Old Pension Scheme (OPS). The GPF facility is not available to employees following the National Pension System (NPS) and the Unified Pension System (UPS).
In this write-up, we will explain the conditions in the OM about the deceased government employee’s GPF payment.
Government clarifies two conditions clearly–
-When an employee dies before the GPF balance becomes payable
-When an employee dies, their GPF balance becomes payable, but the payment is yet to be made
When deceased employee has nominee from family
If a government employee dies and has a nomination in favour of a family member, such nominee will get the GPF amount.
If there is more than one nominee, the GPF amount will be distributed as per the proportion mentioned in the nomination.
When deceased employee doesn’t have nominee from family
When there is no valid nominee, or where nomination covers only a part of the GPF payment, the amount or the uncovered part will be given to the eligible members of the family in equal shares.
The OM covers an important point that if the nominee is from outside the family, family members will be given priority when it comes to the GPF payment.
“A purported nomination in favour of a person outside the family does not override that provision where the subscriber leaves a family,” says the OM.
Family members excluded from receiving GPF amount of deceased employee
The order clarifies about family members who are not eligible to get the GPF amount of the deceased employee. These members are-
(i) sons who have attained majority
(ii) sons of a deceased son who have attained majority
(iii) married daughters whose husbands are alive and
(iv) married daughters of a deceased son whose husbands are alive
(v) if there is any other member of the family as per rules apart from the persons in these four categories
Will the widow and children of a deceased’s son get the GPF amount?
The government has also clarified the position of the deceased son’s widow and children for the GPF payment.
The order says that the widow and the child of a deceased son will get, in equal parts, only the GPF share that the deceased son would have received if they had survived the GPF subscriber and had been exempted from the exclusion applicable to sons who have attained majority.
If the deceased employee leaves no family
If the deceased employee leaves no family, and has nomination made in favour of any other person, such a nominee will get the GPF amount in proportion specified in the nomination.
Who will verify the GPF claim of a deceased employee?
The head of office or an accounts officer will verify the GPF claim of a deceased employee. They have been asked to-
-verify the subscriber’s account and relevant service records
-ascertain whether a valid nomination subsists
-where necessary, to determine the eligible family members and their shares before authorising payment
The order has asked all ministries/departments to forward the letter to heads of offices, drawing and disbursing officers, accounts officers and other officials dealing with the final settlement of GPF balances on death of subscribers.
